I don’t think it is a country or a Microsoft requirement. I believe it is based on the accessability policy of each testing center. Unfortunately, a proxy to record your answers is not allowed because it could turn into a legal problem if the answer is wrong. Everything is done in lockdown, and using notes or a personal laptop is not allowed.
