That's a funny thing about Vista (if that's what you're using). With Savings Bond Wizard and Napster, even though I was using an Administrator account, I had to force these troublesome applications to run as administrator. Then I believe I had to tell UAC that I indeed wanted to continue when I would launch them. From that point things went smoothly. Otherwise I would get errors about being unable to write to certain files in the Program Files hierarchy. In the case of the programs I just mentioned, Vista would gripe about not permitting update of files in the "Program Files" folder structure of my C: drive, but perhaps the Windows directory is treated as a similar "don't-touch" zone if a program isn't run with elevated privileges. If this is at all true, I don't know how you'd get around it, and I'm not at a Vista computer currently to do any experimenting. The file referenced, however, has not changed in years, so try ignoring the error and continuing with the installation.
