This is a field I've done some work in, especially the MIDI side of things.
Again, you're going to have to be more specific about what you're trying to
achieve, as there's a lot to get to grips with in this field.

The first thing to do is understand how 'music' works in your interest
range. Is this for media playback, simple recording, advanced recording...?
Are you looking to create vst plugs for things like Sonar, Sound Forge, or
Goldwave? I don't have any direct answer, but attempting to narrow things
down for others to help a little more. My line of work is going to be
enterprise apps (crm, scm, accounting/finance...)

There's all kinds of programming languages & development platforms out
there, & zillions of things to program. Without knowing what it is you're
thinking about, it's like you asking--what is the best way to get from 1
place to another? If u want real help, you're going to have to be a lot more
specific.
