You can use regular Eclipse distribution, just add the pydev plugin to it.

Yes, you can probably grab the latest version. Especially when just getting started, you should be fine as long as the learning materials you use are also based on Python 3.
Eclipse can be used for Python, I think you can use a specified Eclipse distribution for it. Myself, I prefer either Visual Studio Code or Visual Studio 2017.
The one tip I will give you for your third question is that indentation is very important in Python, so make sure your screen reader alerts you about indentation changes when working with Python.
