You also have to turn it on in System Preferences, I think; in the shortcuts
section of the Keyboard preferences. Stupid place to hide it.

I thought -- Aha! That must be it! But moving the app to my
Services folder and restarting the finder did not make this
service visible in the Services menu with text selected in either
TextEdit or Terminal.
I don't want to reboot right now since I have a lot of terminal
sessions going. But typically reboots are not required for
application level stuff like this.
Thanks for the suggestion, it may still be part of the puzzle.
