That seems to be a BIOS issue then. Excuse me if you mentioned trying this
already in a previous post. But, you need to check in the BIOS for a setting
to automatically shut down the computer. May have to update the BIOS if it's
an older board.

IS she getting the message that its safe to turn off the computer? Or, is it
getting stuck at the WINDOWS IS HUTTING DOWN screen?

Both the hardware and the software. The BIOS needs to be able to support it,
and so does the operating system. In this case, I think everything from
Win95 and newer supports it.
