She is getting the safe to shutdown message.

IS she getting the message that its safe to turn off the computer? Or, is it
getting stuck at the WINDOWS IS HUTTING DOWN screen?

Both the hardware and the software. The BIOS needs to be able to support it,
and so does the operating system. In this case, I think everything from
Win95 and newer supports it.
