If your friend is happy to tackle C++, tell him to go with that. A good grounding in that particular language in invaluable. What he learns through programming in a C environment will translate better to other languages (so if later on he wanted to learn, say, Java or ASP, it will come much easier). Visual Basic is a great package to get started with, but those with a little programming experience have nothing to fear from C++.
