C++ is better for games in general but much harder to use than VB which is
probably the easiest programming language to learn.
A game like Tetrus can probably be made with both, so it just depends on
what his programming knowledge - skill is.  If he can handle C++ without
problem, go for it.
C++ can make better performing games(speed and quality)
Another advantage of C is that the program is standalone and runs on any PC.
VB depends on the VB runtime files to be included on the users system.
