Short answer: No.

Long answer: There should, in theory, be a way to do this using the 
built-in Task Scheduler (found in Control Panel) and your copy of 
Notepad. Unfortunately, Microsoft has never made the Task Scheduler 
particularly intuitive, or easy to use. I'd recommend avoiding 
experimenting with it, unless you enjoy getting headaches and 
smacking your monitor...

For reminders, you can use either Microsoft Outlook (bundled with MS 
Office), or one of the many freeware reminder programs. A few options
