My install allows me to do what I think you're asking. I can select all or just some of the messages in an OE folder and then drag just one of them out of OE to a folder. When I let go, all of the selected messages are individually converted into .EML files and their order is then dictated by Explorer's default ordering (usually by Name). I always view Explorer in Details mode, so it's easier for me to change the ordering of files within any given folder.
