Let me get this straight:

1. Works fine when you call another ISP.
2. Works fine with hard drive in another computer.
3. Fails when you install Windows fresh.

Does that about sum it up?

1 seems to indicate that the hardware works fine when the software is
changed. 2 seems to indicate that the software works fine when the
hardware is changed. 3 seems to indicate that it's more of a hardware
issue than a software issue. Looks like it might be the kind of thing
where several things interact to create the problem. You'll probably
have to swap parts one-by-one until you find one (or more) swapped
items that makes it work.
