Eric,   Please type out the whole path where you found them.   Also, since
this was Win98, was the OE updated to 5.5 or higher?  Some still have the
old 4 or 5 and you have to update them first before the wizard will work, IN
OUR EXPERIANCE  (to head off being inundated with claims to the contrary
:-))  We do this with Win98 all the time so I know that is not a factor.  I
am wondering if you are finding the actual files to the template files that
come with OE and that just serve as a base for the actuall files.
