Maybe this "anonymous" person is getting confused between XE and SE.
Beginning with the release of Oracle Database 12.1.0.2, Oracle Database
Standard Edition (SE) and Oracle Database Standard Edition One (SE1) are no
longer being released. 12.1.0.1 was the final edition that we will produce
for SE and SE1.
They are replaced with SE2, whose new pricing structure may have caused
some rumblings here and there.

Given the version numbers come and go, we would rather install a 12c
version of XE than 11g and have to upgrade it again in a few months when a
12c XE version is released. If one is ever released.
