I can't agree more! A job interview should only evaluate the candidate's 
technical skills, his methods in problem analysis, and work attitude. But to 
make the interview a friendly talk, praising his years of work experience is 
customary.

English lumps two meanings into one word, "experience", hence the confusion. 
According to
http://dictionary.reference.com/search?q=experience
meanings 1 to 3 can be grouped into one (done that been there), and 4 is the 
other (gained knowledge and wisdom from that). The Chinese language is 
fortunate enough to have two separate words for these two meanings.

I'd say three things, existing skills, IQ, and willingness to learn. Charles, 
you were still talking about existing or already acquired skills. But to stay 
experienced, the person must also be intelligent and willing to learn. These 
two characters are often overlooked, especially intelligence.
