Delphix is designed specifically for acceleration of development, to

The tools I listed do thin provisioning and come with API hooks for
development tools, and UIs for folk to request clones in an "agile" way.
AFAIK pdb cloning doesn't do that. They also offer rewind/fast forward
capabilities. This likely makes them a good local backup tool. They also
replace the multitenant cost with other license liabilities 😊

Delphix is indeed a leader in this space.
Oracle offer this capability licensed (snap clone) as part of the Cloud
Management pack unless you are lucky enough to be on direct NFS in which
case clonedb is available to you as part of the db license.
Actifio offer a competitive product to Delphix.
All of these products are full featured and effective you will, however,
need a non-trivial budget for them.
