As an aside we have a server (well 2 actually - one HPUX and one Linux)
that we use for backup proving.
We have a couple of Oracle homes on each and we recover the backups from
our Commvault repository onto these servers. If we have an 11.2.0.3
database we will recover into whichever OH is installed - it might be
11.2.0.2 or 11.2.0.4. and we do not run any upgrade/downgrade scripts
All we are testing is that the database can be restored and that the backup
is fully functional
I am not recommending taking this approach if you intend using the database
for any functional work but in our case any OH will suit our needs

Doesnt take long at all to install another 11G version on a server... You
need space though
I would install side by side and does not require an outage during install

Upgrade the $ORACLE_HOME from 11.2.0.3 to 11.2.0.4, don't downgrade the
database.
Why would anyone choose to go back to the bug-ridden cesspool of 11.2.0.3?

yep, I could imagine.. the right thing would be have Oracle updated,
but... they didn´t the homework..
So, I will negotiate with my users if I can make a expdp/impdp instead to
avoid these issues... just for restoring a few schemas and tables, from a
production to a devel machine

yes, all kinds of problems. At the very least, you will need to open
the database resetlogs upgrade and run catupgrade after the restore.
