I don’t follow the point. Are you saying that piracy is acceptable?

Right. Protect consumers.
I wonder how this police-powers-granted-to-ISPs squares with net neutrality.
One would think the government should deal with the sources of anything
illegal, rather than the theoretically neutral middleman.
It is no different that here in the U.S.
Our government and the content oligopoly have long held to the belief that
piracy is not an acceptable use of the Internet, especially when it impacts the
profitability of these oligopolies.
You need look no further than what happened to the music industry with Napster,
et al. In most of these cases even the ISPs could not shut the piracy down, as
it was the ISPs customers who were the pirates.
Another good example is Aereo, which was shut down through court challenges.

How To Bypass ISP Blocking Of The Pirate Bay And Other Torrent Sites For Free

At the end of last year, the Federal Court ordered ISPs to block five popular
torrent websites
<http://www.lifehacker.com.au/2016/12/australian-isps-will-be-forced-to-block-the-pirate-bay-and-other-torrent-sites/>
including The Pirate Bay, TorrentHound and IsoHunt within 15 business days.
Foxtel and Village Roadshow initiated the court case in a bid to curb piracy.
So bottom line this is not a net neutrality issue. It is a law enforcement
issue.
BUT.
As we saw with Napster, empowering consumers who are being exploited can lead
to real change...
