My bet is that this is the same sort of complicated result as the one that says 
that H.264 is twice as efficient as H.262. Push comes to shove, H.262 can also 
pack 10 SD channels in a 19.39 Mb/s channel. And the bit rates assigned to HD 
channels are roughly the same, by their estimates.

Let's see what happens beyond "initial tests." If average bit rate of 1080/50p 
is 20 percent higher than 720/50p, peaks are probably quite a bit more than 
that, is one guess.
