No. For TV set CRTS, the rise time is effectively instantaneous; it is the time it takes the beam diameter to pass a single point. The fall time for the fluoresece is not zero and varies with phosphor type, but 5 milliseconds is very long for CRTs, becuase their fluorescence decay is indeed pretty much exponential. The phosphorescence decay is nonexponential.
