Ironically, perhaps, this is the same quandary the networks find themselves in, concerning multicasts. If they have no guarantee that the affiliates will transmit the same multicasts, the networks don't have a lot of incentive to create good ones. It would be so simple if each broadcaster just got his 19.39 Mb/s on the MVPD, which after analog shutoff could amount to no more than 3 MHz of spectrum on cable systems.
