Because the question is really about what sort of data is worth while sending to everybody watching a given station. If such data exists then a BROADcast channel is well optimized to doing it. Any data highly correlated with the interest of the current viewing audience would fit.

But this is likely true only if stations had some confidence this data would actually be carried by cable and thus reach that audience.

So, what will likely squeeze through cable and what won't?

There might be some argument about what data would be in demand but I think most of us would agree that almost nothing would be sent without an expectation of delivery, which probably means cable carriage.

As far as common practice, they carry the program only, as to
this date there are hardly any programs with related data

In fact, there is plenty of ancillary data available for TV programs,

I think that's the reality here. If some killer app emerges that really
is best done on the broadcast channel, OTA or MVPD, I think we'll see it
happen.

RAI Utile is an example. It might seem really cool to have all this
local info on cultural activities and local govt available in a
dedicated TV channel, using "interactivity" built into your STB (much of
the interactivity is to retrieve phone numbers, however). But when the
majority of households have a more direct medium for this info already,
the Internet, the urge to deploy these less-than-ideal solutions is
greatly diminished.
