For me, the first semester of Spanish 1 I allow a little English (but only if 
we have never covered whatever the lexical item is--once we've hit on it, I 
expect it to be used). After that, if I hear a bit of English, I ask for a 
reiteration in Spanish. Refusal or full on English sentences result in a minute 
away from the circle: a reminder that the community is built on the target 
language. I also tie the grade to how much the student is attempting to use the 
target language in class. Chronic issues result in one on one conversations, 
calls home and, in extreme cases, recommendations to wait a year to take the 
class, etc, I know others have many other approaches, but that's mine--and 
props to Ricardo for the "un minuto!"
