Hi Steve -- the details on the credit program are to be worked out and
announced this fall, and would apply to fees starting in the next
budget/tax cycle. The credit would be available if the stormwater control
measures were in place for all of the previous cycle. The credit will
generally cover more than one year, but the precise amount of time has not
been determined yet. I would caution that, given the expenses associated
with the kind of work you describe (I had similar work done on my own
property), which typically greatly exceed the amount of the stormwater fee,
the credit won't be able to cover the entire cost of stormwater
installations.
