Are you using a proprietary PDF creation tool or is it a freeware version?
It's not (so far as I can remember) Word that needs to be customised but
the PDF creator.

I'd strongly suggest you convert it to a PDF file. Then:
(a) people won't be able to alter it and
(b) people won't need to have Publisher installed to be able to read it
(which they would need if you put it on the site as a publisher file!)
There are many freeware and shareware products which will produce PDF
versions - suggest you do a Google.
