I would endorse Ray's suggestion with the following caveat - many freeware
PDF converters do not support vast numbers of fonts so if you try to
convert a *complex* Publisher file you will get *complex* gobbledegook or
just plain gaps in the pages! I know, believe me I know!!!
In any event, I *always* embed fonts in Publisher files I intend sharing
as they have a habit of behaving a bit oddly when it comes to sending
themselves to other screens - even within the same company!

I'd strongly suggest you convert it to a PDF file. Then:
(a) people won't be able to alter it and
(b) people won't need to have Publisher installed to be able to read it
(which they would need if you put it on the site as a publisher file!)
There are many freeware and shareware products which will produce PDF
versions - suggest you do a Google.
