A further thought is to get them to add you as a delegate for their
calendars - which can be done without them having to give you access to
their email or other folders.  That way you can - once your Outlook
profile has been set up correctly (again prob with network admin
assistance) approve or reject meeting requests according to their diary
commitments.  

But if there are a lot of people involved you might consider this not
practical.

But...if I remember correctly, "setting the option to automatically
accept meeting requests" means just that...if they have a meeting
already set for that same time and they accept the second one they will
have a conflict...did you also see in Resource Scheduling that there's a
checkbox to "automatically decline conflicting appointments"?  I'm
assuming if different people are having different results, some may have
that checked and some may not.
