OK. The Answer. It's a Plan B and MOSTLY works.

One of the fields available to me is email, which is strictly an email
address.  The communication field contains either an email address OR a
telephone number. =20

Since I can't use a Like or Not Like comparison operator to get my
DESIRED result within a merge field, I'm comparing the two available
fields and if they match then no text. If they don't match, I'm
including the not matching record.

This will get me what I want most of the time, but not always, since the
not matching record might also be an email address but USUALLY is not. I
have to change the text of my document so it's more ambiguous but don't
see an option for that.

sigh...heavy sigh
