OMG!!!  appearantly the merge knows to goto the next record and I do not need 
to insert the rule <next record> I just assumed their was something corrupt in 
the spreadsheet since the source was super old and had been handled by many 
people.  Previously when I did a merge you had to tell Word to goto the next 
record I guess in 2007 it's smarter? so I didn't need to state the obvious.  I 
have spent probably 15 hours trouble shooting this and even created a work 
around where I inserted blank rows between each of the existing rows.  I just 
redid the merge with the original data without the <next record> rule and it 
was perfect.  Thanks so much for your advice.  I t was only as I mulled your 
email over in my head in the car (I know weird) that it occurred to me that 
perhaps I did not need to tell it <next record>  Wow - thanks again.

See if you have a "next Record" command somewhere and delete it.  Only 
delete one of these. 

It will be invisible.  If you select all the text in the document, right 
click, and click Toggle Field Codes you will see something like 
{NEXT \* MERGEFORMAT}
