Outlook Express is a completely different program, which came to MS via a 
different path.  They have many differences that seem illogical.

However, when I look at Outlook 2003.  It has a Mail Format tab in Options, 
and there are controls on that tab and in the Internet Format pop-up.  Try 
turning everything off that smacks of formatted text.  You might be able to 
force it to do what you want.
