It is interesting that Outlook Express would have the option under Tools --> 
Options --> Send to "Reply to messages in the format in which they were sent" 
which can be turned off.  I can't check Outlook to see if it has such an 
option, but it may be worth a look.

I do have that set already, but perhaps I didn't make myself clear enough.

If someone sends me an email in HTML or RTF, and I hit reply, it replies in
HTML or RTF, not plain text. I was after a way to force it to send my reply
in plain text automatically, instead of having to manually change it to
plain text.
