You may want to consider completely filling your
Copper tube with ordinary table Salt, tightly plug
both ends, make the bend and then dunk the finished
part into a tub of water and soak out the Salt.  Be
sure and anneal the tube first and you still may have
to make a bending jig out of a couple of pieces of
Hardwood to get the correct radius in the bend.  Best
