I would opt for PB, but I am not aware of anyone who makes socket head screws in that material. Although I am not keen on stainless steel in model boilers, in the case of the wet header, I cannot foresee any great problems with it, even if they do go through into the boiler. In either case, I would ensure that there wasn't any thread actually inside the boiler, as it could get corroded, and make it harder to remove. Also, and I may be being over-cautious, if I did use SS, I would take the header off every two years, or maybe annually, and inspect for signs of pitting.
