Ummm! Let me check---only thing I have is that IBLS
standards have the coupler height as being a nominal
4.38" in 1.5 scale measured from the center of the
coupler to the top of the rail.  I think that they are
referring to the "Knuckle(?) type couplers as used in
USA.
