Just to add to what others have said, Mac OS 10.4 Tiger was the first generation of VoiceOver on the Mac. Being the earliest stage of the product, it is considerably lacking compared to what we have in Snow Leopard. It can be a little frustrating to use, particularly on the internet, since it lacks a lot of the navigation commands available in the Leopard and Snow Leopard versions of VoiceOver. Also, you do not have Alex as the voice and, instead, have earlier versions of the Apple voices such as Fred, Vicki and Bruce. Additionally, the track pads on the most recent Mac laptops were not available on the mode you mention. You would need a model that was released in the last couple of years and one that also runs 10.6 Snow Leopard to have the gestures available to you. Nevertheless, if this model is a really good deal for you, at the very least, you can get an upgrade disk to Leopard and have better access than in Tiger. It won't be the "latest" version of VoiceOver, but it would be good enough to get you acclimated until you could afford to buy a newer computer.
