Robert: As for Stalingrad, it's my understanding that there
would have been nowhere to evacuate civilians to, Stalingrad
being, to put it mildly, surrounded.
There were several evacuations from Stalingrad via air
during the beginning of the siege. The Soviets seemed
particularly interested in keeping their artists and
scientists away from the Nazis. We all know that
Shostakovitch remained, reputedly by choice, to serve as a
firefighter and finish the Seventh Symphony.
