But it wasn't due to Guliani.
The changes I saw were directly due to Giuliani.
So why did Paris change? How did Giuliani change that?
Didn't crime in the entire USA decrease in the same period? Did Giuliani
change that too?
Whatever happened in NYC would have happened anyway, with or without
Giuliani.
