You could do this without the intervention of a boot disk though... 

Modify your fstab with the system running, then change the "boot" param in
lilo.conf:

boot = /dev/hdb

That'll put the MBR on the "now" hdb.  Then when you power off and switch the
disks, it'll be hda, and everything should be cool.  You might want to change
lilo.conf back to boot = /dev/hda just for record keeping or whatever.
