Christian,
liblouis handles utf-16 or utf-32. However, the lou_translate program
only handles ordinary 8-bit characters. lou_translate is not intended
for serious use as a transcribing program. It is for testing. For
serious transcribing you should use liblouisxml and its accompanying
program xml2brl. This program has many command-line options for handling
various kinds of input, including text in UTF-8.
