Ray,

As stated before, I use a couple of tablets here. The feature to which Carl
was referring is the pan tool, and the hotkey for it is spacebar.

Basically, if you are zoomed in on a document and working on some fine
detail, holding down the spacebar temporarily turns the current tool into a
document pan tool, which allows you to click (or tap with a stylus!) and
drag the document to a new position, so that you can see another area to
edit. Releasing the spacebar returns the selected tool to whatever it was
before you switched to pan mode.

If you are working with a multi-layer document, relative positioning is
unaffected, this is simply a view issue.
