I dont normally cap bandwidth.
You can install mod_bandwidth for apache, that can cap the bandwith on
varius criteria, files, directories, no of connections etc
If the network is arranged well the actuall bandwidth used doesnt effect
other things.
Its only those hitting the webserver that are affected.
