When mine was doing this I found out that running jaws from the system tray
stopped it. Give it a try.

Try this:
After your computer starts, and Jaws stops talking, press alt tab, then 
check the title bar.
I have several machines that exhibit this behavior,
and Jaws simply doesn't have the focus when  on the desktop at this time.
