I have encountered the same thing with JAWS 11. I'm not entirely sure what causes it, but I can tell you when it happens to me. The fix is either to stop Outlook and restart it again. If that doesn't help, restart the computer. This happens to me if, for example, I've been running my laptop in the docking station with the top down. After lifting the top so that the computer has to hid the laptop video, I get what you have described. I also consistently get it after our help desk has logged into my computer with Remote Assistance or Remote Control.
