Andy, No, this is not a JAWS problem or a problem with your computer setup. Instead, it is probably due to the fact that the PDF document in question contains scanned images of the document rather than the actual text. The only way to read these kinds of documents is to use an OCR program such as OpenBook, Kurzweil K1000 or Omni Page. Alternatively, you could ask the company to send this document in another format. Unfortunately; you may not have much luck if they either do not understand your problem or if they have a policy about the format of documents they release.
