Sometimes, it doesn't copy when I do this. sometimes, it needs to be done
multiple times.

Why would you need to clear it? Just do a normal cut or copy to the clipboard and a dialog pops up warning you that this will erase what's already there, if you've used windows+C. Answer yes to this and you're good to go.
