Our computers at the California Department of Corrections and Rehavilitation are started the same way. As near as I can tell, the only reason is that some programmer somewhere decided it would be a good idea to use the control-alt-delete combination to get to the password/security screen in Windows Intranet systems and get to the Task Manager some other way.
