Changing the horizontal carat dimension solved the focus problem for me--may 
not work in every case but a simple thing to try--about 30 seconds.

I wonder if something else has keyboard focus so that your key strokes 
aren't getting to OE.  Check the window title with
jaws key+t.  Its possible that something like an email virus scan window is 
blocking focus.
