No, that wouldn't work because JFW would not be running when the sighted users selected the log off command. What she may have to do is use first letter navigation to select her user account (on the log on screen) tab once and type in her password and hit enter. That should log her in and then she can run JFW from there. Short of a reboot, I don't believe you can get JAWS to run as a service from the login prompt. The last user would have to restart JAWS, as a service, before switching to the login prompt.
