You will only find the "Save as text" if the document has a text layer, the
one's that get announced as empty by definition do not have a text layer. The
convenient OCR is good for getting a quick peek at such PDFs but if you want to
retain the result and have more leisured reading then the OCR via K1000 etc. is
the best route to go down.

Hello Joan,
I have come across this problem with JAWS and the PDF files.
If you try going into the menu bar and saving it as a text file, you will
find it saves as a Note Pad doc, into My documents, and then JAWS will read
it!...
