But PPTP tracing on the client *and* the ISA (or RRAS box) could be very
useful if you can't touch the client ...

There is an SSL parser for netmon, but due to <donwannahaftakillya>, we
can't ship it publicly (yet?).

Even with that, only a network capture can tell you what's happening on
either side of a traffic processing point; PPTP tracing only tells you
what the local machine sees - admittedly useful...

I like very much Wireshark or NetMon, but it's not always convenient or
even
possible to install that thing on a users pc to diagnose VPN connection
problems through sharing/NAT devices. Nevertheless we have to prove that
those sharing/NAT devices or the culprit. Therefore the call for another
method to collect some hard evidence ;-)

BTW --- why isn't there an SSL/TLS parser in Netmon 3.1?

NetMon3 parses PPTP  quite nicely.

Is there any way to trace the PPTP negotiation itself, particular the
Call
ID negotiation, without using a Network Monitor on Windows XP, 2003 and
Vista? 
I've looked at the "netsh ras set tracing Component enabled" command,
but
it's unclear which component should be enabled or if it is possible at
all.
